OSH ACT of 1970 Section (5)(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that caused or were likely to cause death or serious physical harm in that employees were exposed to fire and explosion hazards: At Simmons Food, Inc. The employer failed to protect its employees from fire and explosion hazards. On March 26, 2016 at approximately 11:45 pm an explosion occurred at the ProCal area of the establishment, located at 10700 South State Highway 43, Southwest City, Missouri 64863. Three employees were exposed to fire and explosion hazards when blood material was allowed to become excessively dried as it remained in recycle mode for an extended period of operation. Among other methods, a feasible method to correct this hazard is to ensure that steam to the Haarslev Disc Dryer is shut off when it is operated in the recycle mode. Other method is to comply with the National Fire Protection Agency (NFPA) 61 "Standard for the Prevention of Fires and Dust Explosions in Agricultural and Food Processing Facilities" Chapter 6 "Explosion Prevention, Relief, and Venting Section 6.1 "General. Explosion prevention, relief, and venting, as used in this standard, shall encompass the design and installation of devices and systems to vent the gases and overpressure resulting from a combustion explosion occurring in equipment, rooms, buildings,, or other enclosures so that damage is minimized."
