Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falling injurious corrosive, hot black liquor while working and traveling on the 3rd floor of No. 1 recovery boiler under the economizer hopper in the power house. The economizer hopper overflows on the upper grated floor and falls to the 3rd floor without warning. Exposure to hot black liquor can cause severe burns, respiratory tract irritation, and can cause blindness. %% Among others, one feasible and acceptable abatement method to correct this hazard is to design, construct and install larger spill pans to contain the largest possible spill. %%
