29 CFR 1918.83(a): When necessary to protect personnel working in a hold, the employer did not secure or block stowed cargo that was likely to shift or roll. On or about March 08, 2014 and times prior thereto, at the workplace located at or near 1864 Port Access Road, Columbus, Mississippi, the coils loaded into the CMT123B barge were not secured in a manner that would prevent the coils from shifting and rolling, exposing employees to struck by and drowning hazards.
