29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toe boards: Note: Toe boards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard: (a) On or about 5/20/14, employees working in the south paint bay of building 31 were exposed to an unguarded edge on a deck with a fall height greater than 5 feet. The guardrails present had been removed from the north east end of the platform. (b) On or about 7/18/14, employees working in building 32 on Module E2UD2 were exposed to fall hazards greater than 6 feet to the floor from an opening of 10-16 inches in the guardrails provided. (c) On or about 7/18/14, employees working in building 32 on Module A1U were exposed to fall hazards greater than 12 feet to the floor from an opening of 4-16 inches between the side shell and guardrail provided. (d) On or about 7/18/14, employees working in building 10 on the LCS 9 Frame 65 were exposed to fall hazards of over 8 feet to the floor from an opening of 20 inches between the guardrail stanchion and wall.
