29 CFR 1910.24(h): Standard railings were not provided on the open sides of all exposed stairways and stair platforms: A) Panel line MMF phase 2, on or about May 21, 2014, employees used 2 sets of stairs that had open sides that did not have a handrail in place, to access a panel vessel under construction, exposing employees to a fall hazard.
