29 CFR 1926.451(f)(6): Scaffolds were erected, used, dismantled, altered, or moved such that they or any conductive material handled on them might come closer than 10 feet to exposed and energized power lines. a)The employer does not contact the electric company to have protective covers installed or deenergization on power transmission lines. The employer has scaffolds erected within 10 feet of high voltage lines. Employees are exposed to electrical shock hazards while performing bricklaying operations. This violation recently occurred the second and third weeks of November 2013 from a scaffold erected on the sidewalk in front of the new residential structure at 1806 West Montgomery Avenue, Philadelphia, PA. The scaffold was erected approximately fifteen (15) inches from the 7,600 volt house phase of the power transmission line. To abate this ongoing violation the employer must contact the electric companies to install covers or deenergize the power transmission lines prior to any scaffold or scaffold component being erected within 10 feet of the power transmission lines. b)The employer does not contact the electric company to have protective covers installed or deenergization on power transmission lines. Employees working on fabricated frame scaffolds are exposed to electrical shock hazards while performing brick removal and replacement operations. This violation most recently occurred on December 2nd and 3rd, 2013 from a scaffold erected on the sidewalk in front of the new residential structure at 1806 West Montgomery Avenue, Philadelphia, PA. The scaffold was erected approximately fifteen (15) inches from the 7,600 volt house phase of the power transmission line. An employee received an electrical shock and subsequently fell approximately 35 feet to the ground and was seriously injured on December 3, 2013. To abate this ongoing violation the employer must contact the electric companies to install covers or deenergize the power transmission lines prior to any scaffold or scaffold component being erected within 10 feet of the power transmission lines. McGee Plastering and Stucco, Inc. was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(f)(6), which was contained in OSHA inspection number 312486384, citation number 1, item number 2a and was affirmed as a final order on March 12, 2009, with respect to a workplace located at Christian Street and Grays ferry Avenue in Philadelphia, Pennsylvania. McGee Plastering Stucco and Stone, Inc. was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(f)(6), which was contained in OSHA inspection number 314230194, citation number 1, item number 2 and was affirmed as a final order on January 25, 2011, with respect to a workplace located at 200 George Street in Philadelphia, Pennsylvania.
