29 CFR 1918.32(b): The edge of a hatch section, or of stowed cargo, was not guarded by a vertical safety net or other means providing equal fall protection to exposed employees. This violation was discovered on October 21, 2013, on board a Matson vessel called the Maunalei; where the guardrails were not put in place to ensure adequate fall protection for employees engaged in lashing operations and a labor loaned employee supervised by the employer fell 25-feet from the edge of the vessel and landed on the pier sustaining serious injuries.
