29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No material or equipment may be placed, either permanently or temporarily, within the exit route. On or about July 25, 2013, in the Houston Rig Up Yard an employee was prevented from exiting a loading area. The driver of an 18-wheeler backed into the employee thereby preventing his escape.
