29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: Anacapa Island Landing: On or about 10JUL13, employees loading and unloading equipment, gear, and other materials from the landing to the vessels 5 to 8 feet below the deck of the landing, were exposed to fall and struck by hazards where the railings of the landings were only 34.5 inches high and toeboards were not provided to protect employees in the vessels from items falling from the landing into the vessel.
