29 CFR 1910.23(a)(1): Every stairway floor opening was not guarded by a standard railing constructed in accordance with paragraph (e) of this section: Employees were exposed to fall hazards because the north side of the stairway floor opening on the mezzanine was not guarded by a standard railing or its equivalent. The open sided floor was approximately 8.8 feet from the floor to the concrete surface below.
