29 CFR 1915.181(b): Before an employee was permitted to work on an electrical circuit, except when the circuit must remain energized for testing and adjusting, the circuit was not de-energized and checked at the point at which the work was done to ensure that it was actually de-energized: a. On or about February 21, 2013, at the above addressed jobsite, an electrical circuit was not de-energized prior to an employee replacing a battery charger in a recreational boat, exposing a worker to a shock hazard.
