Text For Citation: 01 Item/Group: 001 Hazard:
OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) On or about 2/4/13 on Route 20A in the Town of Leicester, NY - an employee was caught between two garbage trucks that were parked back to back on the side of the road. b) On or about 2/4/13 on Route 20A in the Town of Leicester, NY - the back up alarm on the 1993 International brand rear loading compacting truck was not operational. Among other methods, several feasible and acceptable abatement methods to correct this hazard include following the American National Standard (ANSI) Z245.1-2008, Environmental Industry Associations standard for Mobile Wastes and Recyclable Materials Collection, Transportation, and Compaction Equipment - Safety Requirements: 1) Section 6.2.3.2 which states the operator " remains in the driving position ... until the vehicle has come to a complete stop and the brakes are set. 2) Section 6.2.3.2 which states no "crossing or standing behind a vehicle operating or about to operate in reverse. 3) Section 7.2.13.2 which states an external audible warning system signal device ( back-up alarm ) shall be provided on all motor vehicles. 4) Section 6.1.5 which states " that all required safety features are operational and functioning, and repairing, prior to placing equipment into service, any reported malfunction or defect that affects the safe operation of the equipment."
