Section (5)(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees from a struck-by hazard of shifting or sliding steel coils: a. At the site, the employer stored 23 steel coils (weighing approximately 48,000 pound each) on steel rails stacked two high. Two of the coils on the bottom row were not adequately chocked and blocked, thereby creating a hazard of shifting or sliding when coils would be moved.
