29 CFR 1926.305(c): When it was necessary to provide a firm foundation, the base of the jack was not blocked or cribbed securely. A wood block was not placed between the cap and the load where there was a possibility of slippage of the metal cap of the jack: a) Underneath East Side of Summer Cottage - Employer failed to provide a firm foundation to adequately support four Pro-lift 12 ton automotive bottle jacks. The 4 jacks were piled on blocks, supporting the structure, on soft, unleveled, and unstable ground. The base of the four automotive bottle jacks was placed on 8" x 8" x 2" blocks piled 8 high and the blocks were on top of a 6" x 6"x 2' pressure treated block setting on water saturated ground. b) Summer Cottage - The employer used 6 1/4 " by 7" by 1/4 " metal plates between jack cap/saddle and load of structure; increasing the probability of slippage.
