29 CFR 1917.27(a)(1): Employees other than those determined by the employer to be competent through training or experience were permitted to operate a crane, winch, or other power operated cargo handling apparatus, or power operated vehicle, or to give signals to the operator of hoisting apparatus. T" Dock, Icicle Seafoods, Seward, AK (Nets being loaded onto the F/V Kaylor T): On or about 8 May 2012 and times prior thereto, training on crane operation was not sufficient for the operator and maintenance staff in that: Operators were not trained on the crane manufacturer's guidance on inspections and safe operations for the boom truck crane. The employer did not have the manufacturer's operations manual for the crane and did not utilize the manufacturers guidance for safe crane operations and inspections in their training.
