29 CFR 1926.502(b)(3): Guardrail systems shall be capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge. a) Third floor Balcony, West side of Building B - Two employees were working from behind a temporary guardrail hoisting permanent balcony guardrails up to the 3rd floor balcony. One worker leaned on the temporary guardrail which caused one of the temporary guardrail posts to release from the balcony floor and he fell 21 feet onto the concrete pad below.
