29 CFR 1910.28(a)(2): The footing or anchorage for scaffolds shall be sound, rigid, and capable of carrying the maximum intended load without settling or displacement. Unstable objects such as barrels, boxes, loose brick, or concrete blocks shall not be used to support scaffolds or planks. On or about April 5, 2012: An employee engaged in welding activities from a Bil-Jax mobile scaffold was exposed to fall hazards of approximately 7 feet to the ground below and scaffold displacement hazards in that the scaffold had not been erected on a stable and secure surface.
