The condition of the mast/derrick and substructure is unknown since the required in-depth visual inspection of load bearing components have not been accomplished. The Category III inspection is an industry standard as evidenced by the requirements of the American Petroleum Institute (API) Publication #4G, paragraphs 6.1, 6.2.3, 6.3 and 9.1. One feasible and accepted method includes but is no limited to contacting with a company having personnel with the qualifications described in API #4G, Section 4.2 needed to complete the inspection.
