Section 5(a)1 of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fire and explosion hazards: Employees working drilling rig #1 at SEC 17, TWP 12, Ellis, Kansas were exposed to fire and explosion hazards in that the auxiliary escape line was not set up in a manner that it could safely allow employees to quickly evacuate the derrick platform in the event of an emergency. Among other methods, one feasible and acceptable method to correct this hazard is to install the auxiliary escape line route to a ground anchor point able to withstand a pull of at least 3000 pounds as referred in paragraph 6.10.1 of API RP 54, Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations, 1999 edition. 29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is completed.
