5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employer did not ensure that the parking brakes of the John Deere F915 front mower were adjusted at least annually in accordance with the operator's manual. (a)Hocking Printing, Ephrata, Pennsylvania - The employer did not ensure that the parking brakes of the John Deere F915 front mower were properly adjusted. An employee who was using a garden hose to rinse off the grass clippings from the bottom of the mower deck was struck and pinned below the machine when it rolled forward down a slope, on or about August 26, 2011. Abatement note: Among other methods, one feasible and acceptable method to correct this hazard would be to inspect and maintain the parking brake in accordance with American National Standard ANSI B71.1-2003 for Consumer Turf Care Equipment - Walk-Behind Mowers and Ride-On Machines with Mowers-Safety Specification and the John Deere F915 Front Mower Operator's Manual. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
