Text For Citation: 01 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of falls: (a)The employer does not ensure floor openings are guarded with standard railings. This violation was most recently observed on September 16, 2011, directly North of the Flame Cutting Area. An opening measuring approximately 29.5 inches wide by 30 inches long, and 10 feet deep was not covered. This condition exposed employees to falls of approximately 10 feet. (b)The employer does not ensure floor openings are covered or guarded by a guardrail system. This violation was most recently observed on October 12, 2011, at the Western edge of the Forming Press. An opening measuring approximately 14 inches wide by 15 inches long, and approximately 6 feet was uncovered. This condition exposed employees to falls of approximately 6 feet. (c)The employer does not ensure floor openings are covered or guarded by a guardrail system. This violation was most recently observed on October 12, 2011, at the Western middle edge of the Forming Press. An opening measuring approximately 16 inches wide by 37 inches long, and approximately 6 feet deep, was uncovered. This condition exposed employees to falls of approximately 6 feet. Pursuant to 29 CFR 1903.19, within 10 days of the abatement date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including the steps that it is taking to ensure that floor holes are guarded by a standard guardrail system. Abatement note: Among other methods, one feasible and acceptable abatement method is to follow ANSI Standard A1264.1-2007, Section 3.5 which requires that floor openings be guarded by a railing system or a load bearing cover.
