Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to his employees in that employees were exposed to the hazard of falls: (a)On or about 3/14/11 - 950 22nd Street North, Birmingham AL, employees cleaning exterior windows utilizing a Rope Descent System (RDS) were not protected from falling in that the employees' primary working line and lifeline were not attached within 15 degrees of the perpendicular of the face of working surface of the building. Among other methods, one feasible and acceptable method to correct this hazard is to follow the guidelines of the American National Standards Institute/International Window Cleaners Association, ANSI/IWCA I-14.1-2001, Section 5.7.17 Suspension Devices for Rope Descent Systems.
