Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were likely to cause death or serious physical harm to employees in that the Cantech collector was located indoors and the exhaust air returned directly into the building creating the potential for a fire/explosion from ignition of combustible metal dust: (a)Fabrication area: The Pangborn abrasive blasting system produced combustible metal dust on a daily basis and the dust was collected in a Cantech collector. Employees are exposed to a fire and/or explosion hazard from the ignition of combustible metal dust while in or around the metal dust collectors while walking near or performing work such as replacing cartridge filters or exchanging collection barrels, as determined on March 9, 2012. (b)Fabrication area: The Savage cut-off saw produced combustible metal dust on a daily basis and the dust was collected in a Cantech collector. Employees are exposed to a fire and/or explosion hazard from the ignition of combustible metal dust while in or around the metal dust collectors while walking near or performing work such as replacing cartridge filters or exchanging collection barrels, as determined on March 9, 2012. NOTE: Among other methods, one feasible and acceptable abatement method to correct this hazard would be locate the collector outdoors and do not allow the exhaust air to return directly into the building as discussed in NFPA484 Standard of Combustible Metals 2006 Edition, paragraphs 12.2.1.4 and 12.2.11.
