Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm: At the worksite: On or about November 7, 2011, and at times prior thereto, the employer required employees to perform work using an oil and gas well drilling rig without the drill line being properly secured to the drum of the drawworks. Employees were exposed to the type of hazards associated with struck-by and caught in between. Among others, one feasible and acceptable method of abatement would be to comply with American Petroleum Institute (API) Recommended Practice 54, Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations and manufacturer requirements.
