29 CFR 1910.119(j)(4)(ii): Inspections and testing performed did not follow recognized and generally accepted good engineering practices: a. At the site, the employer operates a refrigeration system at approximately 57,000 lbs of anhydrous ammonia, The employer's mechanical integrity program did not follow recognized and generally accepted good engineering practices to address issues such as, but not limited to: 1. Corrosion, in that, a corrosion monitoring program was not developed and implemented for inspections in recognition and repair of process equipment and piping which display signs of corrosion as required by Bulletin No 110 Start-up, Inspection and Maintenance of Ammonia Mechanical Refrigerating Systems a publication issued by the International Institute of Ammonia Refrigeration. 2. Vibration, in that a vibration monitoring program was not developed and implemented to address excessive vibration for the 11 compressors as addressed in the compressor manuals and in Bulletin No 110 Start-up, Inspection and Maintenance of Ammonia Mechanical Refrigerating Systems a publication issued by the International Institute of Ammonia Refrigeration.
