Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: a) Jobsite, 116 McKeon Way, Greensburg, PA: On or about March 30, 2011, the employer did not ensure that hoist systems were inspected on a frequent and periodic basis. Deficiencies noted during the inspection included, but were not limited to, exposed electrical conductors, a mechanical mechanism designed to stop the upper motion of the hoist was not operational, spliced electrical wiring, hoist rail wheels binding up and the rail system used to support the hoist was not stable. Among other methods, one feasible and acceptable method of abatement would be to follow the precepts of chapter 16 of the American Society of Mechanical Engineers B30.16, Standard for Overhead (Underhung) Hoists, 2007 Edition, which indicates that hoists will be inspected on a frequent and periodic basis.
