Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed to hazards of being struck by unsecured covers/lids on the torpedo/ladle railcars carrying molten metal. During the torpedo/ladle railcar transit from the blast furnace to the basic oxygen furnace and back, employee(s), especially train operators, were exposed to the hazards of being struck by falling heat saving covers/lids from the torpedo/ladle railcars in that the homemade covers/lids were not secured during transit. Among other methods, one feasible and acceptable abatement method to correct this hazard is to ensure that only secured heat saving covers/lids are used.s/lids
