Text For Citation: 01 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Employees were exposed to vehicular traffic when operating the JLG Model 600S boom lift which was being used on a busy street without any traffic control/ warning devices (highly visible cones, drums, or other devices). Employees were using the lift to clean windows. The lift was positioned on Canal Street exposed to truck traffic coming from the Manhattan Bridge: Location: 155 Canal St, New York, N.Y. On or about 11/5/2009 AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS: Provide traffic control devices (high visibility cones, drums, or similar devices) in accordance with the (MUTCD) Manual on Uniform Traffic Control Devices, chapter 6G-6, Figure TA-6. Additionally; maintain a copy of the 'Operations and Safety Manual' with the cherrypicker lift as required in the JLG Model 600S Lift manual, section 2, number 4. The manual is available on the JLG website. There was not a manual with the machine. The manual provides instructions on hazard avoidance, safety warnings, machine stability, use of fall protection harness and tie-off in the work basket, operator controls. NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION FOR THIS ITEM IN ACCORDANCE WITH 29 CFR 1903.19. (OSHA Standards can be found at www.osha.gov)
