Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: a. At the establishment of PR Police, Highway Division, located at Road 52 Km 58.0 in Salinas. Employees were expose to receive serious injuries and illness such aso: heat stress. In the work area employees were exposed to temperatures ranging from 86.9 to 89.5 degrees of temperature where the combination of humidity between 72 and 76 the employees felt a heat factor of between 98.0to 108The A/C was not working, about 1 month ago.According to the employer, they conducted efforts with Highway Authority owner of the building and have not solved the situations. Among other feasible and acceptable methods can be used to reduce heat stress hazards in workplaces. These include, but are not limited to: a.Repair and maintenance of central air conditioning system; b.Permitting workers to drink water at liberty; c.Establishing provisions for a work/rest regimen so that exposure time to high temperatures and/or the work rate is decreased; d.Developing a heat stress program which incorporates the following: 1. A training program informing employees about the effects of heat stress, and how to recognize heat-related illness symptoms and prevent heat-induced illnesses; 2. A screening program to identify health conditions aggravated by elevated environmental temperatures; 3. An acclimation program for new employees or employees returning to work from absences of three or more days; 4. Specific procedures to be followed for heat-related emergency situations; 5. Provisions that first aid be administered immediately to employees displaying symptoms of heat-related illness. a. En el establecimiento de la Policia de PR, Division de Autopistas, localizado en Carr #2 KM 58.0 en Salinas. Empleados fueros expuestos a recibir lesiones y enfermedades serias tales como, estres termico, debido a: La exposicion a temperaturas que oscilan entre 86.9 a 89.5 grados de temperatura, donde la combinacion de humedad entre 72 y 76, los empleados sentian un factor de calor entre el 98.0a 108El A/C no estaba funcionando desde hace alrededor de 1 mes. De acuerdo a las gestiones realizadas por el patrono, la Autoridad de Carreteras, propietarios del local no han resuelto nada. Entre otros metodos viables y aceptables que se puede utilizar para reducir el estres termico en los lugares de trabajo. Estos incluyen, pero no estan limitados a: a. Reparar y brindarle mantenimiento al sistema central de aire acondicionado; b. Permitir a los trabajadores beber agua libremente; c. Establecer disposiciones para un regimen de trabajo/descanso, para que el tiempo de exposicion a altas temperaturas y o el ritmo de trabajo se reduzca; d. Desarrollar un programa de estres por calor, que incorpore lo siguiente: 1. Un programa de adiestramiento para informar a los empleados sobre los efectos del estres por calor, y como reconocer sintomas relacionados con el calor y evitar enfermedades que el calor induzca; 2. Identificar problemas de salud agravados por la elevacion de la temperatura del medio ambiente; 3. Programa de aclimatizacion para los empleados nuevos o empleados que regresen al trabajo luego de ausentarse por tres dias o mas. 4. Procedimientos a seguir en situaciones de emergencia relacionadas con el calor; 5. Proveer los primeros auxilios y que sean administrados inmediatamente a los empleados de muestren sintomas de enfermedades relacionadas al calor.
