Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by/crushing hazards. a)On or about 03/17/2011 - warehouse, 7 Railroad Place Employees walk and work in the warehouse where tractor trailers are operated throughout the work day. Employees also guide tractor trailer drivers backing into the warehouse and to the portable platform (loading dock). No procedures were in place to prevent employees from being struck by moving vehicles in and around the warehouse. WRITTEN ABATEMENT CERTIFICATION IS REQUIRED PURSUANT TO 29 CFR 1903.19. Among others, a feasible and acceptable method to correct this hazard would be to develop and implement a traffic control plan that will prevent employee exposure to moving vehicles and clearly state how trucks will be guided to the enclosed loading dock. The plan shall include safe distances, reflective clothing, and the guide (spotter) will have visual contact of the driver at all times. The plant shall inform all drivers to stop vehicles when they lose contact with the spotter. Employees must be trained and evaluated on these procedures, and only authorized employees shall perform this task.
