Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recogn ized hazards that were causing or likely to cause death or serious physical harm , including severe burns, to employees in that employees were exposed to dust ex plosion, deflagration, or other fire hazards from process equipment: a) On or ab out 03/25/09, in the production area, the Mixer used for the production of pulve rized Collagen was not dust-tight and it was not equipped with explosion prevent ion, relief, and venting techniques exposing employees to fire and/or deflagrati on hazards. Among feasible methods to abate this hazard is to make sure Mixers/B lenders are dust-tight and to provide fire/deflagration protection for process equipment in accordance with National Fire Prevention Association (NFPA) 654, 2006 Edition, Standard for the Prevention of Fire and Dust Explosions from the Manufacturing, Processing, and Handling of Combustible Particulate Solids, Chapter 7, Process Equipment, sectio ns 7.1.2, 7.17.1 and 7.17.3. Section 7.1.2. Explosion Protection Requirements fo r Equipment includes the following methods: 1. Oxidant concentration reduction i n accordance with NFPA 69, Standard on Explosion Prevention Systems, 2. Deflagra tion venting, 3. Deflagration pressure containment in accordance with NFPA 69, S tandard on Explosion Prevention Systems, 4. Deflagration suppression systems in accordance with NFPA 69, Standard on Explosion Prevention Systems, 5. Dilution w ith a noncombustible dust to render the mixture noncombustible and 6. Deflagrati on venting through a listed dust retention and flame-arresting devices.
