Text For Citation: 01 Item/Group: 001 Hazard: REFINERY
29 CFR 1910.27(d)(2)(ii): All landing platforms were not equipped with standard guardrails and toeboards, so arranged as to give safe access to the ladder. The employer does not ensure that a landing platform for a fixed ladder is arranged to give safe access to the work platform. Metal cross-bracing is installed acros s the landing blocking access and egress. As a result of this condition, employe es who do not have free and clear access to the platform are exposed to a fall h azard approximately ten (10) feet from the platform to the next lower level. Thi s violation was observed in the Number 2 Platformer on or about May 11, 2010 for a fixed ladder and landing platform located at the Trim Condenser EX 5002A near the Stabilizer Tower. Pursuant to 29 C. F. R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation that it is in compliance with the standard, including describing the steps it is taki ng to ensure employees are not exposed to this fall hazard. One method of abatement among others is to move the fixed ladder to the east end of the deck.
