Text For Citation: 01 Item/Group: 001 Hazard: BURNS
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: the employer does not furnish employment and a place of employment which are free from recogn ized hazards that are causing or likely to cause death or serious physical harm, including severe burns, to employees in that employees are exposed to dust expl osion, deflagration, and other fire hazards because of the improper design and m aintenance of dust collection systems. Employees in the South Mill are exposed t o fire and explosion hazards while processing Class II, combustible dusts and th e following deficiencies are observed: a) Pet Fibe Cellulose Fiber is processed and the employer does not ensure the dust collectors are equipped with an explos ion prevention system, an isolation device, is located outside of the building, and clouds of combustible dust are not created while using a leaf blower that is not intrinsically safe to force dust off surfaces. b) White potato flakes are processed and the employer does not ensure the dust c ollectors are equipped with explosion prevention systems and is located on the o utside of the building. NFPA Standard 654 - 2006 Standard for the Prevention of Fire and Dust Explosions from the Manufacturing, Processing, and Handling of Com bustible Particulate Solids: Section 7.13.1.1.1: "Where an explosion hazard exis ts, air-material separators shall be located outside of buildings" Section 7.13. 1.5: "Isolation devices shall be provided for air-material separators in accorda nce with 7.1.4" Section 8.2.2.1: "Surfaces shall be cleaned in a manner that min imizes the generation of dust clouds" Among other methods, feasible abatement me thods to correct this hazard is to comply with the guidelines of NFPA Standard 6 54 - 2006 Standard for the Prevention of Fire and Dust Explosions from the Manufacturing, Processing, and Handling of Combustible Particulate Solids, including but not limited to: a) Locate the dust collector t o a safe outdoor location; b) Equip the dust collector with isolation devices; o r c) Discontinue the processing of Pet Fibe Cellulose Fiber. NFPA Standard 61 - 2008 Standard for the Prevention of Fires and Dust Explosions in Agricultural an d Food Processing Facilities: Section 10.4.2: "Dust collectors and filters used for grinders or hammermills shall be located outside of buildings and shall be p rotected in accordance with Section 6.3" Among other methods, feasible abatement methods to correct this hazard is to comply with the guidelines of NFPA 61 - 20 08 Standard for the Prevention of Fires and Dust Explosions in Agricultural and Food Processing Facilities, including but not limited to:a) Equip the dust colle ctor with containment, suppression, inerting, or explosion venting and locate it to a safe outdoor location; or b) Discontinue the processi ng of white potato flakes. ***Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d)***
