Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the condition(s) listed below: Key Energy Services, Rig 298, University 18-41A #2H, Ward County, TX. For the period of time up to and including 08/13/08, the emergency escape line did not have flagging material or any other means to make the line more visible. American Petroleum Institute states in Recommended Practice for Use and Procedures for Inspection, Maintenance, and Repair of Drilling and Well Servicing Structures, API Recommended Practice 4G, Third Edition, April 2004, Section 14.5, paragraph f, "The rig contractor shall be responsible for placing a visible marker on each guywire." Feasible and acceptable abatement methods would include ensuring all emergency escape lines and guywires are flagged with a visible material.
