Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a drowning struck-by/or fall hazards from the instability or displacement of a floating platform: a)On an old section of trash boom, east of the newly constructed floating trash boom at Mitchell Dam: The employer did not provide employees a stable platform that would effectively support the intended loads while accounting for changes in weight distribution, exposing the employees to a drowning, struck- by and/or fall to the same level. Feasible and acceptable methods of abatement to correct this hazard include, but are not limited to following: 1)Anchor the 3/4 inch steel cable at both ends using an approved vessel prior to attaching to the new floating trash boom. 2)Run sections of 3/4 inch cable that can safely be managed on the new floating trash boom before attaching the cable with the "U" bolts. 3)Use a vessel designed to support the weight configuration. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED.
