Text For Citation: 01 Item/Group: 001 Hazard: DUST&FUMES
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to dust explosions, deflagrations, and other fire hazards due to the lack of adequate dust collection systems with deflagration venting or a listed explosion suppression system: a) Bagging Area - Employees operated bagging machines that were not provided with ventilation systems to capture fugitive PVC dust emissions. This condition was noted on or about October 1, 2009. ABATEMENT DOCUMENTATION REQUIRED AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THESE HAZARDS INCLUDES, BUT IS NOT LIMITED TO, FOLLOWING NFPA 654, STANDARD FOR THE PREVENTION OF FIRE AND DUST EXPLOSIONS FROM THE MANUFACTURING, PROCESSING, AND HANDLING OF COMBUSTIBLE PARTICULATE SOLIDS, 8.1.1, WHICH STATES THAT, "CONTINUOUS SUCTION TO MINIMIZE THE ESCAPE OF DUST SHALL BE PROVIDED FOR PROCESSES WHERE COMBUSTIBLE DUST IS LIBERATED IN NORMAL OPERATIONS."
