Text For Citation: 01 Item/Group: 001 Hazard: EXPLOSION
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of fire and explosions while working inside the substation and trying to reset an oil-based circuit breaker: (a)On or about October 19, 2007, employees working inside the substation compound, were exposed to explosions and fire as the result of the employer's failure to monitor the oil filled/oil- based switch on a regular basis. Among other methods, one feasible and acceptable method to correct this hazard is to perform regular inspections and tests of the equipment, including the oil, in accordance with the manufacturers recommendations and widely accepted industry standards, such as the "Maintenance Testing Specifications for Electric Power Distribution Equipment and Systems," published by the InterNational Electrical Testing Association (ANSI/NETA MTS-97).TA
