Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: ***Certification AND Documentation of Abatement Required*** (a)At the Penreco plant in Dickinson Texas, storage vessel T-353 and T-354 have inspection points with wall thickness below the alarm/minimum thickness. (Reference API 653 - Minimum Thickness Calculation.) (b)At the Penreco plant in Dickinson Texas, per the July 2000 inspection, vessel T-353 and T-354 were recommended and scheduled to be inspected (Ultrasonic Test) by December 2000. The scheduled inspection was not conducted. (Reference API 653 - Minimum Thickness Calculation) Among other methods, one feasible and acceptable abatement method is to conduct inspection and repair in accordance to API 653.
