El patrono no desarrollo el "Temporary Traffic Control Plan" (TTC Plan) en detalle antes de que el trabajo se realizara. Entre otros metodos, un metodo aceptable y posible de corregir este riesgo es hacer en "Temporary Traffic Plan" (TTC Plan) en detalle segun recomendado en el "Manual On Unifor Traffic Control Devices (AMUTCD), 1988 Edition, Revision 3, September 3, 1993" o ultima edicion.
