Text For Citation: 01 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) On or about February 28, 2006, an employee working from the basket of an JLG aerial lift was exposed to fall hazards and equipment failure in that the aerial lift found to be malfunctioning, defective or in need of repair was not removed from service until repaired or determined that it was in safe operating condition. Among others, feasible and acceptable means to correct this hazard, in addition to following the manufacturer's and equipment manufacturer's guidelines, would be to follow ANSI/SIA A92.5- 1992 Boom-Supported Elevating Platforms, including but not limited to: Section 7.3, Inspection and maintenance: Users shall inspect and maintain the aerial platform as required to ensure proper operation. The frequency of inspection and maintenance shall be determined by the manufacturer's recommendations and be compatible with operating conditions and the severity of the operating environment. Aerial platforms that are not in proper operating condition shall be removed from service until repaired. Repairs shall be made by a qualified person and the repairs shall be in conformance with the manufacturer's recommendations; and Section 8.4, Problems or Malfunctions: Any problems or malfunctions that affect the safety of operations shall be repaired prior to the use of the aerial platform.
