Text For Citation: 01 Item/Group: 001 Hazard: LIFTING

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to crushing and amputation injuries: a) Coil Pit Area - On or about July 18, 2007 an employee's fingers were crushed when an unbalanced, unsecure metal coil telescoped, pinching the employees fingers between the balanced C hook and the metal coil. Among other methods, feasible and acceptable abatement methods to correct the hazard are to: 1) Insure the load is secured, balanced and positioned in the hook, sling, or lifting device before the load is lifted as required by section 17-3.2.3 of ASME B30.17a-1999 Overhead and Gantry Cranes (Top Running Bridge, Single Girder, Underhung Hoist). 2) Make certain the load is correctly distributed for the lifter being used as required by section 20-1.4.4 of ASME B30.20-2006 Below the Hook Lifting Devices. 3) Special attention shall be given to the task of coil handling: All coils should be adequately constrained whenever they are being moved or stored as required by section 9.2 of ANSI B11.18-2006 Safety Requirements of Machines Processing or Slitting Coiled or Non Coiled Metal 4) Follow the recommended practices of section 12.4.2.2 of ASTM A700-99 Standard Practices for Packaging, Marking, and Loading Methods for Steel Products for Shipment which requires the use of three equally spaced steel bands placed through the eye of the coil and a band placed around the circumference of the coil for highly finished, bare, unwrapped individual coil. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
