They had been in the police checkpoint area, without an armed policeman constantly present in the Municipal Police Department. The employees could need help from an armed policeman in case of exposure to any violent scene. One feasible and acceptable abatement method among others, to correct this hazard is to maintain an armed policeman in the Municipal Police Department, while the unarmed policemen are performing their tasks in the police checkpoint area.
