SCRR 71-112A: Failed to furnish a place of employment which is free of recognized hazards which may cause death or serious physical harm to his employees and comply with this regulation and other occupational safety and health rules and regulations promulgated under Chapter 15 of Title 41, Code of Laws, State of South Carolina, 1976, as amended, as follows: A. Employer knew or should have known that three uncured and/or unbraced concrete piers used to hold a pipe casing while new sewer pipe was being moved through the casing placed over Laurel Creek at Laurens Road, in Greenville, South Carolina, on or about April 20, 2006, by a crew of four employees using two excavators to hold the casing and pipe by chokers constituted a hazard of the concrete piers collapsing and striking employees or the free hanging pipe striking employees. A feasible and useful method, among others, to correct the hazard is to have the concrete piers cured and/or braced before placing the casing on the piers and pushing the pipe through the casing.
