Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were exposed to: struck-by and/or caught in hazards as employees were permitted to ride on the sod layer attached to the front of a Bobcat T300 Skid Steer Loader: (a)Between Buildings D and E - On or about February 14, 2006, an employee was observed riding on the sod layer attached to the front of a Bobcat T300 Skid Steer Loader. The employee was exposed to falling from the loader and being struck-by and/or caught in the loader. Among others, one feasible and useful abatement method to correct this hazard is to: Comply with the requirements of the Operators Manual for the Bobcat, T300 Skid Steer Loader, Operator Safety Warnings, Page OSW12-0504, Never carry riders. Never use the bucket, forks, or other attachments for a work platform or personnel carrier.
