Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck-by hazards, while working under/in an aerial lift's rotational area, when a 10 foot long 4 foot by 4 foot cross arm was being lowered to the ground, on or about 12/19/04. "AMONG OTHER METHODS ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS": 1. Enforce a policy, which prohibits employees from entering the aerial device's rotational area or walk under the platform or suspended load. Reference: a) Safety Manual for aerial devices, published by the Equipment Manufacturers Institute (EMI). b) Altec Industries, Inc., Altec AA600 Series' Operator Manual. 2. Train all appropriate employees and supervisors concerning the hazard and the policy mentioned in item 1. 3. Create a demarcation area under the elevated aerial lift with use of cones, warning tape, or other devices to warn employees of the hazard. ABATEMENT VERIFICATION IS REQUIRED PER 29 CFR 1903.19
