P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to vacuum-pressure relief device discharged materials: A- Pulp Mill, #1A blow tank - The discharge line from the vacuum- pressure relief device was located where it would discharge to the catwalk used by employees and where employees were performing welding operations, therefore exposing the workers to sudden release of steam and stock material containing turpentine. One feasible and acceptable abatement method to correct this hazard is to relocate and install the air pressure relief valve in accordance with the American Petroleum Institute (API) Venting Atmospheric and Low-Pressure Storage Tanks Code contained in API Standard 2000, Section 4.5.3.1, to lead vacuum-pressure relief device discharge to a safe location.
