Text For Citation: 01 Item/Group: 001 Hazard: LIFTING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by hazards: While one crane operator was operating two cranes to elevate structural steel into place. This crane operator would elevate one end of the load, leave the cab of the crane to operate the second crane which would then elevate the other end of the same load. This was taking place at the warehouse under construction in the northeast section of Custom Warehouse properties. Abatement certification and abatement documentation is required for this violation. The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful. The abatement certification sheet is enclosed with the citations(s). Among other feasible and acceptable methods to correct this hazard would be to; 1) Follow guidelines listed in ANSI standard B30.5-1968, section 5-3.1.3 which states, "Before leaving his crane unattended, the operator shall: 1) Land any attached load, bucket, lifting magnet, or other device, 2) Disengage clutch, 3) Set travel, swing, boom brakes, and other locking devices, 4) Put controls in the "off" position, 5) Stop the engine, 6) Secure crane against accidental travel..." 2) Assure that there are crane operators in each crane and that they are following the guidelines set forth in ANSI B30.5-1968, section 5-3.2.3, paragraph l which states, "When two or more cranes are used to lift one load, one designated person shall be responsible for the operation. He shall analyze the operation and instruct all personnel involved in the proper positioning, rigging of the load, and the movements to be made."
