Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the following: a.At the site, a roofer was lifted on a pallet for access to the roof, eave height 30 feet, on the forks of a TH 63 Caterpillar rough terrain forklift thereby exposing the employee to a fall hazard. The pallet, 40 inches by 42 inches, was not designed as a safety platform and was not securely attached to the forklift. Among other methods, feasible and acceptable abatement methods to correct this include, but are not limited to the following: a.Use approved ladders for access to the roof. b.Follow the ASME (American Society of Mechanical Engineers) Safety Standard for Rough Terrain Forklift Trucks: B56.6-1992, Part II, Paragraph 5.15.1. The protocol and safe operating procedures for uses states: If a rough terrain forklift truck must be used to lift people, the following precautions for the protection of personnel shall be taken: Provide a personnel platform which complies with the design requirements listed in Part III of this standard.nts
