Text For Citation: 01 Item/Group: 001 Hazard: CAUGHT
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being caught-in or caught-by the nip points of conveyor systems without emergency stop (E-Stops) immediately available and easily identifiable: (a)Main Shed - On or about September 20, 2004, and at times prior thereto, E- Stops were not immediately available for all locations where the hazard of getting caught by or caught in conveyor systems. Among other methods, one feasible and acceptable abatement method to correct this hazard is to follow paragraph 5.11.2(c) in the American National Standard developed by the American Society of Mechanical Engineers (ASME) for Conveyors and Related Equipment, ASME B20.1-2000. Notes applicable to ASME B20.1-2000: (1)Paragraph 5.11.2(c) in ASME B20.1-2000 states: Remotely and automatically controlled conveyors, and conveyors where operator stations are not manned or are beyond voice or visual contact from drive area, loading areas, transfer points, and other potentially hazardous locations on the conveyor path not guarded by location, position, or guards, shall be furnished with emergency stop buttons, pull cords, limit switches, or similar emergency stop devices. (2)Paragraph 5.11.2(c)(1) in ASME B20.1-2000 states: All such emergency stop devices shall be easily identifiable in the immediate vicinity of such locations unless guarded by location, position, or guards. Where the design, function and operation of such conveyor clearly is not hazardous to personnel, an emergency stop device is not required. (3)Paragraph 5.11.2(c)(2) in ASME B20.1-2000 states: The emergency stop device shall act directly on the control of the conveyor concerned and shall not depend on the stopping of any other equipment. The emergency stop devices shall be installed so that they cannot be overridden from other locations. Abatement note: Abatement certification and supporting documentation are required for this item.
