Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to THE HAZARD OF FALLING TO A LOWER LEVEL: a)Roof top of James M. Hanley Federal Building, on or about 04/30/2003: An employee was cleaning windows using a Rope Descent System (RDS) with a half seat harness as part of his fall arrest system. Among other methods, feasible and acceptable methods to correct each of these hazards are to: Ensure each employee has an approved full body harness and wears the full harness when window washing work is performed in accordance with ANSI/IWCA I-14.1-2001, Section 5 para 5.7.18. Abatement documentation must be submitted for this item.
